More than 25 years in the service of international law.
An international lawyer trained in Geneva and Moscow, candidate of the Republic of Niger for election to the UN International Law Commission. Academic, former judge, and former head of a national institution, with an in-depth understanding of African international law and its challenges at the subregional, regional and international levels. Member of the Scientific Council of Abdou Moumouni University and Director of Publication of the Nigerien Review of Legal and Political Sciences. Former Head of the Department of Public Law, Member and Vice-President of the Constitutional Court of Niger, and First President of the Court of Auditors of Niger. Currently Full Professor of Universities (CAMES) and Dean of the Faculty of Legal and Political Sciences.

International law is a dynamic instrument serving peace, justice and cooperation among States. In an era shaped by profound transformations, its rules must continue to evolve while preserving the coherence and universality that give them authority.
The challenges of the 21st century (climate change, the digital revolution and artificial intelligence, cyberspace, pandemics, forced displacement, the protection of common resources and the growing role of non-State actors) call for a Commission resolutely oriented towards the future.
Strengthen the Commission's working methods and its dialogue with the Sixth Committee, so that codification keeps pace with the real needs of States.
Bring African and civil-law perspectives to topics such as general principles of law and the subsidiary means for identifying rules of international law.
Ensure the concerns of the Global South help shape emerging topics, from sea-level rise and its legal consequences to the protection of the environment.
Contribute to the immunity of State officials, international criminal accountability and the law governing new domains such as cyberspace and artificial intelligence.

Professor Oumarou Narey
Beyond academia, Professor Narey has practised law at the head of Niger's highest institutions: nine years as a constitutional judge, then four years leading the country's supreme audit institution.
Appointed First President of the Court of Auditors on 14 August 2019, he led Niger's supreme audit institution for public finances until 26 July 2023, restoring its public voice and its international standing.
Nine years at the heart of constitutional review and national electoral disputes: member of the transitional Constitutional Council, then member and Vice-President of the Constitutional Court of Niger.

As part of the international conference on "Climate change and security in the Sahel: emerging risks, conflict and resilience", held on 28 and 29 July 2026 at Cheikh Anta Diop University (UCAD) in Dakar, Senegal, I had the honour and privilege of presenting a paper on "Mobility, displacement and food security" and taking part in the round table on "Climate governance and security responses in the Sahel". The conference unfolded in an interactive and complementary manner. Its proceedings provided an opportunity to discuss, in particular, environmental pressures and security risks in the Sahel, integrated approaches to governance, conflict prevention and climate adaptation, as well as the dynamics of resilience, stability and lasting peace. Given the quality of the presentations and the exchanges that followed, this gathering undoubtedly helped to strengthen scientific and strategic dialogue around these issues.
